CMS Begins Decertification of Kentucky Organ Procurement Organization

The department said that Network of Hope “put prospective organ donors and patients… at risk.”

The Department of Health and Human Services announced that the Centers or Medicare and Medicaid Services (CMS) has begun the process of decertifying the federally designated organ procurement organization Network of Hope. The action comes after multiple reviews of the Kentucky network, which also serves parts of Ohio, Indiana, and West Virginia, found continued safety failures that put the lives of organ donors and potential donor recipients at risk, even after oversight was provided and repeated opportunities given to correct them.

“Americans who choose to become organ donors deserve a system that honors their gift and protects every patient,” said HHS Secretary Robert F. Kennedy, Jr. “Organizations that repeatedly fail to meet federal standards and put patients at risk will be held accountable.”

The federal health department stated that the Health Resources and Services Administration examined 351 cases between 2021 and 2024 where Network of Hope authorized but did not complete organ donations: “103 cases (29.3%) showed concerning features, including 73 patients with neurological signs incompatible with organ donation. That some potential donors may not have been deceased at the time organ procurement was initiated — raising serious questions. Evidence pointed to poor neurologic assessments, lack of coordination with medical teams, questionable consent practices, and misclassification of causes of death, particularly in overdose cases.“
